The country’s largest and most influential governing body in varsity athletics has released an 18 1/2 page draft constitution. It’s reduced by 43 pages. It focuses more on the broader NCAA goals for athlete well-being. More importantly, it would give Division I the autonomy to reshape everything from revenue sharing to how the rules are set and enforced. The next nine months will see more work on the details.
